Whether the objection taken by your Grace's predecessor in despatch 1.2 of 11th June 1858 to local ordinances embodying acts of Parliament by reference be in the way of Mr Ball's recommendation is matter for your Grace's consideration, but I venture to think that the mode followed in our Colony and found beneficial is not likely to be inapplicable to another under similar Circumstances.
Mr. Smales has placed Mr. Ball's propositions as to Criminal Law before your Grace, and shall be glad to learn that there is no objection to their being carried out in this Colony.
